User management allows administrators to create staff accounts, assign roles, and control access to different parts of the system.
Key Capabilities
- Create and manage staff users
- Assign roles (TENANT_ADMIN, LOCATION_ADMIN, PROMO, etc.)
- Assign location access for location-scoped roles
- Deactivate or remove users
